In a small bowl, mix warm plant milk, yeast, and a little sugar; let sit for 5–10 minutes until foamy.
In a large bowl, combine flour, brown sugar, cinnamon, nutmeg, and salt.
Add yeast mixture and melted vegan butter; mix to form a dough.
Knead for 8–10 minutes until smooth.
Add raisins and orange zest while kneading.
Place dough in a greased bowl, cover, and let rise for 1 hour.
Punch down dough and divide into 12 pieces.
Shape into buns and place in a baking dish.
Let rise again for 30 minutes.
Preheat oven to 375°F (190°C).
Mix flour and water to form paste; pipe crosses on buns.
Bake for 18–22 minutes until golden.
Brush with warm apricot glaze if desired.
